According to Dr Sharib:
"Al-Muqtadir is the supreme One, Who controls everything, manages all
the affairs of the universe, and reforms and directs them."
Emulating the name requires reposing utmost trust in Allah and not
feeling proud of any power, influence, or skills we may have.
Appropriate recitation makes one's daily affairs run smoothly and
removes idleness, indolence, and negligence from one's heart.

Al-Ghazali describes Al-Muqtadir ( the All-determiner) along with
Al-Qadir (the Powerful). Both express power but he sees the
All-determiner as more emphatic.

The Qur'anic reference to Al-Qadir deals with the case of unbelievers
demanding a sign, and the Qur'anic reference of Al-Muqtadir deals with
the case of God delivering punishment to the nonbelievers. One case
could be said to indicate God demonstrating His independent will by not
responding. The other could be said to demonstrate God executing His
will actively according to His determination, and in both cases in accord
with His plan.
