According to Dr Sharib:
"Al-Qawi is the One Who in His person, attributes and actions is all perfect and
has no weakness or limitation."
To emulate the name we are advised to look to Him for help under all
circumstances and situations.
Appropriate recitation secures release and protection from the mischief of the
oppressor.

Al-Ghazali refers to Al-Qawi and Al-Matin together - The Strong and The Firm.
Strength indicates perfect power, while firmness indicates intensification of
strength.

In the preceding verse to the one quoted above, God gives those against
whom war is made, the right to defend themselves, when they are wronged by
being expelled from their homes for no cause except their belief in God.
Even though those people who wage war against others may do so for their
own purposes which may or may not be just - they are in fact pawns in the plan
of God - with Whom is all strength and He decides all affairs.
